Each EU country is responsible for its own education and training systems. EU policy is designed to support national action and help address common challenges, such as ageing societies, skills deficits in the workforce, technological developments and global competition. Education and training 2020 (ET 2020) is the framework for cooperation in education and training. ET 2020 is a forum for exchanges of best practices, mutual learning, gathering and dissemination of information and evidence of what works, as well as advice and support for policy reforms. In order to ensure the successful implementation of ET 2020, Working Groups composed of experts nominated by member countries and other key stakeholders work on common EU-level tools and policy guidance. Funding for policy support and innovative projects is available through Erasmus+ for activities that promote learning and education at all levels and for all age groups. In 2009, ET 2020 set four common EU objectives to address challenges in education and training systems by 2020: making lifelong learning and mobility a reality; improving the quality and efficiency of education and training; promoting equity, social cohesion, and active citizenship; enhancing creativity and innovation, including entrepreneurship, at all levels of education and training. These priorities were redifined in 2015, emphasising on the social and civic role of education.

LLLP Reaction to the ET Monitor 2019 – Is Europe reaching the ET2020 goals?

The Lifelong Learning Platform reacted to the publication of the European Education and Training Monitor 2019, which focuses on teachers and educators, as well as on their roles in the European education systems.

The Lifelong Learning Platform – European civil society network for education welcomes the 2019 Education and Training Monitor published by the EU Commission on September 26th, the European Day of Languages. This year’s report highlights the achievement of the target on tertiary education attainment and the general progress towards the rest of the goals established in the ET2020 framework. Nonetheless, the percentage of early leavers seem to have come to a worrying standstill and the number of adults receiving education or training is still far from the EU objectives.

Press Release: Inclusion and Citizenship at the Forefront of New EU priorities in Education

EU action and Member States’ cooperation in the field of education and training is framed in a work programme – the Education and Training 2020 Strategic Framework (ET2020), which contains four strategic objectives and seven benchmarks. Following a mid-term evaluation, the Draft 2015 Joint Report of the ET2020 proposes new work priorities up to 2020. Highlighting the need to pursue a comprehensive lifelong learning approach, from early childhood education to adult education, the report rightly stresses the role played by education to contribute to employment and growth objectives as well as to building a fairer and more cohesive and democratic society. EUCIS-LLL also welcomes the emphasis being placed on good governance and the need to reinforce partnerships with social partners and civil society. It thus supports its formal adoption by the Education Council in November.
