Participation in adult learning is still low in many European countries, especially among low-skilled and/or disadvantaged groups. The Outreach-Empowerment-Diversity (OED) network concentrates on increasing inclusion and fostering diversity in adult education. The Network has now published concrete suggestions and recommendations on how to reach under-represented groups and empower them through the learning process. The OED Network is a result of the OED project, coordinated by the European Association for the Education of Adults (EAEA).
