This series of units, each of them presenting a collection of open educational resources (OER), has been designed to support European policy-makers and other stakeholders involved in the implementation of the European Commission’s Upskilling Pathways recommendation.
Basic skills are a core element in Upskilling Pathways. The EBSN wishes to support the successful implementation of the recommendation by contributing to raising the level of knowledge of all stakeholders in EU Member States. The main target group are policy-makers in the adult learning sector at local, regional and national level, as well as professionals working in European institutions that are active in the field.
To follow the Council Recommendation on Upskilling Pathways European policy-makers are to create or further develop coherent, cohesive and adequately financed national policies. In addressing this challenge, they should involve stakeholders with responsibility for a number of policy areas such as health and employment, as well as education. In order to create flexible learning pathways to cater for the highly heterogeneous group of adults who need to improve their basic skills, policy-makers will need to ensure cohesion and collaboration among a number of different stakeholders in elements of the basic skills system.
